Drill out the rivets and remove the number plate holder.
Do one side and one bolt hole at a time
Mount one bracket and bolt on
Zip-tie (and bolt if possible) the other bracket on the front of the bumper to use as a template. Check it's position by line of sight
Drill a 4mm pilot hole and check that it is in the right place then build up the hole through several larger size drill bits upto 13.5mm. Add some lubrication to the drill bits. Get the outer hole full size before starting on the hole at the back. I'll add comments to each picture explaining what's going on.
Put large square washers (see pic) on the bolts passing through the bumper.
Once all tightened up, rivet number plate holder back into place.

After a few attempts - you can see where I didn't line it up well.So I just tried a few times to centralize it and got it right eventually and pushed through that hole
